it appears to be a hairbrained scheme to drive all of the gambling into certain Las Vegas-type zones as an economic development tool. This includes such absolute dregs of the Empire as Kaliningrad and Vladivostok. No doubt Detroit and Atlantic City will look like Monte Carlo by comparison.
Maybe they'll ban the Black Market next.
Then hockey.
Then borscht.
All will be taken equally as seriously.
One of the zones is between Rostov and Krasnodar. Not a bad location.
