From what I have heard, the worst parts won’t kick in until 2013 I think it is actually later than that even. Like 2020. Coincidentally beyond the cost projections that they are providing.

Hoyer stated on CSPAN this afternoon that, with passage of this bill, by 2020 carbon emissions will be reduced by 71%.
Can't wait to live without air conditioning and to walk to work. < /sarc >
