what is his complaint?

Well, previously he had said things to the effect of-- Glenn Beck only started doing the whole Constitution, state rights thing after Mark Levin's book went #1.

And today or yesterday, he said unlike Glenn Beck he didn't stuff his book with Federalist Papers, quotes, etc.-- he wrote it himself.

Levin also said he can't mention Glenn Beck by name anymore because Sean Hannity gets mad at him.

Mark is a republican stalwart and his goal is to reform the GOP in a conservative direction. Beck has a “screw the party” attitude and often seems to think he is the leader of the “independents”.

Beck no longer does the party thing, and Levin sees the GOP as the vehicle for conservatism to flourish. Frankly, I think that if the GOP is the vehicle, we’re screwed on the side of the road with 4 flat tires and only Lindsay Graham to change them.

Also, I think there’s a bit of jealousy about Beck’s breakout success. He complains that Beck lifts parts of his book, when Beck was saying these things long ago. I find it very unprofessional. And that’s coming from a Levin fan.
