Groms, or newbies, usually learn within the first 5 min. The older crew lets them know quickly, so they, nor anyone else runs into someone and gets hurt. The two people in the photo, were not groms or newbies. The older one, just felt like ignoring protocol.
So there are no real rules, only protocol, and anybody can ignore that if they so wish.
