Wel this may be analogous.
When ever I drive past Andrews Air force Base or the H.Q. of the CIA, my cell phone cuts out.
Their electronics are such that they wipe out everything nearby.

I dunno, but I recall that IED in Iraq were being triggered by garage door openers. The U.S. countered by equiping troops with jammers. There were reports of premature denotation of some would be jihadis as a result.
Might some sort of jammer meant to foil would be assassins.
