It’s O’s way of getting his people in positions of power. Like himself, they probably couldn’t pass a security screen. Judging by his record on people who could not be confirmed, or were confirmed and should not have been, it’s just the backdoor method of putting his cabinet in place. Scares the crap out of me. We've got documented socialists and radicals; we've got tax cheats; we've got totally inexperienced ideologues like Brian Deese (and damn - like Obama himself) running the country into the ground.
