I agree with Vaquero. It’s probably just rubber cement.

You can also buy a product called glue dots.

First I did a google search for “rubbery glue like substance.” On of the hits said it was “fugitive glue.”

Then I did a search on “fugitive glue” and found this place:

Talks about a food safe variety.

Rubber cement may be toxic. They probably use some sort of hot melt glue that remains flexible.

A lot of labels are stuck on with plain old silicone these days.

They do have food grade silicone.

We use lots of hot melt adhesives here in our UK Auto business, we have a plethora of different ones that harden or stay flexible, we use them for allsorts of stuff from refitting trim and sealing parts etc

I think they're all non toxic too.

In the graphics industry, that’s informally known as booger glue, seriously. Formally, it’s fugitive glue. There are different varieties, with the most expensive being FDA approved for use alongside foodstuffs, supplements, medications, etcetera.
