I propose that every legal citizen who is also a member of the Armed Services, Police, or Fire Dept., should be counted as double for census purposes.

Illegals, I think, should be counted
as such, by divisions of government responsible for tracking criminal activity (which would not be the Census Bureau).
As for statistical sampling, I believe the Constitution requires a true count, as opposed to an estimate, already. Also it mentions not things like categorization by race or national origin so, therefore, does not grant the power.
The job is simply to count people, and no "we mean it" amendment is necessary.
