Semantics, I suppose, but what we would call martial law is business as usual in third world countries. Yes, military dictatorships (Cuba, Venezuela) are ruled via de facto martial law. But we must observe that words mean things. And some words or terms are more 'hot' than others. "Martial Law" is such a term.
