It’s a good gift for someone in college who needs a good core of movies for their collection. It’s not a good diplomatic gift for the head of a nuclear armed nation.

_I_ could give the man a better gift, with my own money.... and I’m a college student! ... A jar of green chile, some mozzarella & provolone, and a couple steaks and I could cool up a nice Steak Tampaquiña! {Yum!}
Heck, I could have returned Churchill with a lot more dignity & grace... simply decline the offer to have him another four years saying “Thank you, but I really don’t deserve it... he ought to be back with Brittan.” then deliver Winston in person. {Also you could throw in the self-deprecating “I’d probably forget to return him in four years, my memory’s not as sharp as it once was” and say “besides, it gives me an excuse to visit your wonderful country.”}
Shee... you’d think that “being friendly” to these diplomats/dignitaries was hard... (just be open, honest, and genuine... it works with “regular people”, right?)
