Doesn’t stop the police from shutting them down, and a dollar or two is at issue there, as well.

This is a small crime, and this “lady” is an unsympathetic bitch. But then, MOST victims of crime are little better than the criminals who preyed upon them.

This is a civil matter.

Three card monte, prostitution, drug deals, etc. get shut down because the act itself is illegal, not because the contract was violated.

Again, if you loan money and its not repaid, is that theft? Yes. Is it illegal? No. Its a civil matter and you'll have to sue.

I had renters a few months ago that ran off owing me over $2000. Is that theft? Yes. Can I call the police? No. I must take it up as a civil law matter.
