I know your heart is in the right place, but this will not get no more than a laugh from our Congress critters. What would get their attention is if we dump 90,000 lbs of tea on the steps of the capital.

We all roll up in white vans with a banner that says "The Boston Harbor." When police come out to make their inquiries, we simply tell them we are returning the tea we dumped in the Boston Harbor.
