WASHINGTON: Driving home the point that he is for creating jobs in the US, Democratic Presidential nominee Barack Obama has favoured streamlining the process for the high-skilled H2B visas for Indians and other foreigners to make sure that employers were not “gaming” the system.
“For those who don’t know, the H2B visa programme is the programme whereby people with specialised skills, foreign nationals with specialised skills, are supposed to be able to come in and be sponsored by their employer. That’s the idea,” he said at a campaign event in Duryea, Pennsylvania yesterday.

The H-1B is used for high-tech workers to come to the USA to supplement IT staff, as well as other "highly skilled" work.
The H-2B visa, according to this article, is the H-1B "cousin" for seasonal workers, those not here for several-year business project stints, but for summer work at amusement parks, or winter work at ski resorts.
I presume this means that they want the Australians and Nordics to go to Vail, Aspen, Tahoe, etc., to be the "snow bunnies" for the rich and famous to play with during winter ski retreats.

If I have a guy in India who is a better option as a software engineering recruit than any guy I can find in the American labor pool then I think I should be able to hire the Indian guy without a lot of government red tape. Its my company, my job, my capital and my accountability.

In a country of 300 million people, some folks sure are going out of their way to NOT find someone in the American labor pool.
Who provides security for bussinessmen in America? India? The USA. Who gave bussinessmen their education? India? The USA. Who gives bussinessmen representation in the Government and allows them to vote and partake in the affairs of the greatest country on earth? India?
Some folks may have forgotten they ever heard of Faithfullness and Loyalty? These things need to be reexplained, we need to teach why they are important.
It might seem something that doesn’t need explaining. It might seem that being faithful and Loyal are obviously good things that need to be maintained and practiced. Well so I would say are things like not killing an innocent little baby before its born, but look whats happened to that obvious concept.
If God has to advertise and market every Sunday, much more so do Conservatives.
Faithful and Loyal are more important than profit. But many dont think so and that is why we have 12+ million illegals in this country......... and the state of California being run by a state government that continues to spend billions on illegals in these difficult economic times.
Maybe we can start up slavery again. Then we can really get those foreigners in here at bottom dollar. Not only do we get a great low salary, but we also keep those other developing countries down by stealing their talent after they have spent money educating and training them.

Noting that there are some “highly specialised” areas meant to be covered under it, Obama said:”Let’s say, you know, you need a nuclear physicist in a particular area, and you just can’t find one. And it turns out there’s a guy who is Indian, who fits the bill. And you’ve gone out and you’ve tried to recruit people. ... And your business needs this. That’s what the H2B visa is supposed to be for.”

No, that's what the H-1B has been for. This has been exploited in the USA for at least a decade now. There have been several attempts to raise the H-1B limit, but there has also been pushback on this.
The H-2B "seasonal worker" aspect may be what's being loopholed here. Is that nuclear physicist of yours a seasonal worker who only does nuclear work during the harvest season, for instance?

Since I don’t live in Pennsylvania I’ll admit I don’t know anything about Joe Hoeffel...normally I would accept a somewhat wishy washy Republican over a Democrat (I voted for Gordon Smith, mr wishy washy himself, for Oregon senator). But some things just can’t be forgiven. When it was time to stop the insanity of porkulus, he failed to come through. Now he wants more H-B visas when unemployment is about to go over 10% (in reality it already is). Has Specter voted conservatively on any bill that mattered lately?
Let me rephrase my request...Please take Specter out in the primary so we can give a real conservative a chance.
I’m quoting the law here — please see below. As I said in the beginning this H2B visa can apply to anyone. If they stay “temporarily” ie they stay, leave, and come back. They are free to do it all over again. Indians working for the big technology outsourcing firms do this all the time.
“The H2B classification applies only to aliens who are coming temporarily to the United States to perform non- agricultural service or labor of a temporary or seasonal nature, other than graduates of medical schools coming to provide medical services, if unemployed persons capable of performing such work cannot be found in the United States.”

I'm saying that I don't think H-2B visas apply to people with specialized skills, it applies to people with vocational skills. The H-1B is for people with specialized skills.The H-1B visa program is used by some U.S.employers to employ foreign workers in specialty occupations that require theoretical or technical expertise in a specialized field and a bachelor's degree or its equivalent. Typical H-1B occupations include architects, engineers, computer programmers, accountants, doctors and college professors. The H-1B visa program also includes certain fashion models of distinguished merit and ability and up to 100 persons who will performing services of an exceptional nature in connection with Department of Defense (DOD) research and development projects or coproduction projects. The current annual cap on the H-1B category is 65,000. Not all H-1B nonimmigrants are subject to this annual cap.

The H-2B visa category allows U.S. employers in industries with peak load, seasonal or intermittent needs to augment their existing labor force with temporary workers. The H-2B visa category also allows U.S. employers to augment their existing labor force when necessary due to a one-time occurrence which necessitates a temporary increase in workers. Typically, H-2B workers fill labor needs in occupational areas such as construction, health care, landscaping, lumber, manufacturing, food service/processing, and resort/hospitality services.
