$1.4 million for 50 cars?
This is one aspect of our business in Britain, we convert fleets to run CNG and more frequently, LPG.
Not sure where these $ figures are coming from, but we could could ship them here, convert them @ around £2000 per unit, ship them back with a cash reward and free plasma TV and still make a fortune on them. Take 2 days per vehicle to fit and map up.
It's likely these figures include a refueling station and other infrastructure.
I'd bet this $1.4 million will create a few productive jobs for installers, and a few hundred bureaucratic non-productive jobs for non-productive people.
The linked article is correct, Compressed Natural Gas isn't suitable for this application, the output from CNG in an internal combustion engine is poor compared to Diesel and Petrol. LPG would be the correct application for response vehicles if they were looking to reduce emissions.

You forget that the “bid” will be won by a state senator from Chicago, who will hire his nephew who just started a CNG conversion business in his mom's garage, who will then outsource the “final assembly” to a qualified mechanic like ... your company.
And he will respectfully request campaign donations be made to his uncle, and when you delivery the plasma TV, can you include wall mounting on a swivel arm?
You can take the SOB out of Chicago, but you can't take the Chicago out of the SOB.
