It is NOT about secession or dissolving the union. It is about getting control of a lot of bad legislation from Washington on unfunded mandates. Some states are extending it to the second amendment.
The article said half of the states are considering legislation like this. HALF
Washington would have to sit up and take notice. This is going to make a difference.

Yes that’s right, it’s about asserting States’ Rights, not seccession (though that’s also on the table in some states)
