There's no reason he would have. That would put him at a disadvantage for foreign aid, as there are Federal aid programs that only go to citizens.

But there are others, not necessarily from the government, that go to foreign students only. Plus a foreing student could get admitted based on a lower academic standard, as could "minority" students in those days and until fairly recently.
