Far fewer Affirmative Action scholarships, I don’t think the term had been invented yet. Except to “historically black”, or “historically latino”. Schools. And there were so few of those that they got to pick and choose scholarship receipients. Thus no need for lowered standards.
So you are claiming that in 1961, it was easier for foreign students to get scholarships. Please provide some evidence.

So where is your evidence that there were lower standards for foreign students?
Another option is that he applied as a foreign student, not for some benefit, but because he was using a foreign passport as identification - and therefore would have no choice.
Tbat makes me think of drivers’ licenses. Have any of his ever been produced? I wonder what names are on them, and if first one name then another, it might help suggest a time frame for a search of the ever-elusive offical name change form filed somewhere...?
