I understand that hydrogen powered vehicles emit water vapor as a fuel-burning byproduct instead of CO2. If this is the case, wouldn’t hydrogen powered cars have a far greater effect on global warming than gasoline powered cars?

Because water is so abundant and easily evaporated, no. Anything that man does to produce water vapor will be millions times less than natural water vapor.
