I agree there may be more to this incident.

But, arresting a 12-year old at school (and away from her parents) raises some red flags.

So does having plain clothes officers making arrests of a 12-year-old.

So does the city continuing to press the matter (as a face-saving gesture?)

at school is easier for them. they can walk into the office, have the principal call her down and arrest her. no muss, no fuss, no searching. the kid walks right up to them and has nowhere to go.
whereas if they tried to arrest her at home they'd have to obtain extra warrants to go into the house.
CPS uses this tactic regularly to corner children and cozen information from them without the parent's consent.
