a disfiguring defect, where the urinary opening is on the underside of the penis rather than its normal anatomical position

I know a couple whose son had this condition; it was corrected surgically when he was about a year old. Interestingly, the husband is Delaware Indian. I wonder if the government's emphasis on keeping Canadian "First Nations" from assimilating is multiplying a genetic defect originating in that population.
