The BC thing is the political equivalent of shining a flashlight on the wall to attract a cat. The cat gets worn out and the person with the flashlight gets a good laugh while more important things pass undetected.
There’s lots of cool cats here “hey, there’s that light again”. After: “I think I hurt my back”. Then there’s a couple cats who paw at the flashlight after the owner sets it down.
