Apparently, clause 10 of Section 8, Article I, gives the power "to define and punish" to the Congress, as it relates to The Law of Nations.

Exactly! (although, IMHO, it's the 'offences against the Laws of Nations' part that's applicable).

If someone fraudulently applies for a position they know they do not qualify for isn't an offense against the nation, I don't know what is.
