Eisenhower, a close second but only a second. Ike was no conservative but he did not go to war with conservatives. He understood the border issues (if you recall) and he vetoed huge democrat spending bills and left office popular. And, in fact, left office with a republican winning the office except for the Illinois and Texas vote thievery.
I well remember I addressed a Lincoln Day event in 1956 telling those dutiful republicans that Ike’s biggest failings was in not getting rid of the leftist leftovers from the Truman Administration.
Ike though hated Joe McCarthy, who has been proved mostly right for those who will listen (not many will listen).

Not only was he not conservative, he wasn’t really a pro-America president. He was more of an ‘ally’ than a general. His policies help bring on the Cold War, and ensured that most of Central Europe lost THREE generations of freedom, and economic, cultural, and technical development that they’ll never really recover.
Eisenhower’s ONE achievement was the Interstate Highway System. One and final.
The rest of his administration was the sort of appeasment-style management of Congress.
If Eisenhower did anything for the country, it gave us Nixon. Nixon was a pretty good president, save wage and price controls.
