The Supreme Court will accept the case and will rule that the child of any U.S. citizen is a Natural Born Citizen, regardless of where in the world he or she is born.

Retroactively? Wouldn't they be making law?

Yep. And besids that, no ex post facto law or bill of attainer should be made, by order of the Constitution. (”After the fact” and a “law targeting one person” respectively.)
