I think you’re wrong to tie this to the “Bush Administration.” First of all, background investigations are not required to run for Congress, to the best of my knowledge, or to hold office. Second, if someone is given classified information without having a clearance, fault lies not with George Bush but the facility clearance officer, who is responsible for badging anyone in his facility, and the person providing the information, who is obligated to re-establish clearance level and also “need-to-know.”
