I know for a fact could not be made with a laser jet printer on a document with a green security background. Black ink sprayed via a laser jet onto a green background does not create white spots around the letters, that sort of thing appears only on a photoshopped image.
What you saw was a scanned image of the certified laser printed CoLB. The "white spots around the letters" have more to do with the fact that the CoLB was scanned and saved as a jpeg (information is lost as the file is compressed) than with PhotoShop itself. Believe me, if white spots around type were a hallmark of PhotoShop it wouldn't be used by professionals, and I say that as a professional.
In fact all the indications that it was a photoshop creation, point to the fact that an amateur created it.
But lets look at it your way for a second.
Let's suppose that everything that Polarik has pointed out as the results of a photoshop were in fact caused by a bad scanner, the resulting image has still been photo shopped, because the serial number has been cut from the image leaving a black background beneath first layer of the scanned image.
So telling me it hasn't been photo shopped when it has, is at least disingenuous.
Okay. Here is the whole point. IF Obama has a certified copy of his CoLB, why doesn’t he simply call reporters into his “office” and SHOW it to them, allow several unaffiliated experts to authenticate it, and shut the people asking to see it up once and for all?
Instead, he has used his time in office to fundamentally change the landscape of the country with NO ONE knowing if he was EVER qualified to serve.
We know that the other means he used to steal this election via SEIU and ACORN was a criminal conspiracy.
