According to the law, you are required to file 30 days before or within 30 days after your 18th birthday. Obama turned 18 in 1979, not 1980.

Except that you weren't required to register at all until 1980.

Quoting wikipedia:

Then on July 2, 1980, President Jimmy Carter signed Proclamation 4771, Registration Under the Military Selective Service Act, retroactively re-establishing the Selective Service registration requirement for all 18-26 year old male citizens born on or after January 1, 1960.

so Obama wouldn't have registered in 1979 because he was not required to.
