I don’t think the “RNC Chairman” must be able to, on their own, personally, be able to “lay their hands on $100 million”.

What they do need is the ability to develop a plan and a strategy to use ALL GOP resources for fund raising;

as well as plans and strategies in party-building, party organizing and lifting-up, placing and supporting GOP candidates.

In the fundraising aspect, yes, the RNC Chairman must be a constant traveler, extremely good communicator, effective salesman and accepted as a leader.

The $$$ can come from the effective and party-knowledgeable execution of those things.

I think one of the biggest lacks at the RNC in eight years is ineffective and disciplined outreach to, coordination with, co-responsibility with and co-strategy with the GOP party organizations, below the state chairmen and the state chairmen’s hand picked state party reps. From what I have seen in those state GOP parties that I have some second hand knowledge, there is a lot more party loyalty and less self-promotion down below the state party heads.

The national RNC needs to build its own program of working with the party, directly at the county level.

The one and only time that was different was when Ken Mehlman built a huge volunteer program for Bush in 2004, which even here in Blue-State NJ had very active volunteer HQs in every county. Nationwide it had almost a million.5 volunteers by election day; working door-to-door and phone-line get out the vote efforts.

Exit polls asking “undecideds” - after they voted on Tuesday - had numbers like 3X% saying they had been contacted by the Obama campaign and 1X% saying the McCain campaign contacted them. Some say it would not have mattered (because of other factors), but the point is that the effective ground operation in 2004 was led by the RNC, for the Bush campaign. Since 2006, in my book, the HQ of the RNC has been totally missing from the battle.

The chairman of the RNC will not be the best RNC chairman, if their strongest suite is but one segment of what the chairman’s office must do. Instead, their strongest suit must be very secure conservative values inside excellent leadership skills, attached to a vision of how to move forward. That type of leader can attract the Newts, the Ken Mehlman’s, the Haley Barbours and others to his/her ranks at the RNC, to do the things that each of them can do best - while the leader leads them.
