That law is for people born after 1986, and did not apply to Obama when he was born in 1961. The law passed in 1986 was not retroactive for people born before that date. It seems very likely to me that Barack Obama, if he was born in Kenya, is not and has never been a U.S citizen.

Your link only refers to current law. The applicable law re "natural born citizen" in this matter is the law that was in effect in effect in 1961. An EX POST FACTO law cannot apply to this issue.
