I find it difficult that in all 50 of the 50 US States they were able to use flawed and/or illegal documents.

It's very likely that the election officials accepted secondary documents, rather than a birth certificate, which list Obama's place of birth as Honolulu, HI. Those secondary documents may well have been generated in a fraudulent manner. Since Obama entered politics, his listed POB has always been Honolulu.

Unless questioned, it is likely that the states simply accepted what was on the form submitted.
