The image on that site is a photocopy of an original birth certificate. More recently, many states have computerized those records and furnish, instead of an actual image, a computer generated form containing the relevant data along with a raised or embossed “seal” to make it official. The Hawaii certificate claimed to be 0bama’s that is circulating among various websites is one of that type.

My wife and I got US passports a couple of years ago, and our old photocopied certificates were not sufficient for proof of citizenship in this new era of increased government scrutiny that seems to apply to everyone except Mexican nationals. We had to go to our respective county records departments and get the new “certified” printouts (mine from Lane County Oregon and hers from Clark County Washington). Both were similar in appearance to the claimed 0bama certificate.
