I realize bikes would be cheaper to keep, but why don't these cops get a few horses for crowd control. Just turn the nag's backside to the protesters and command "Kick". That'll get them running.

For some, just a horse getting as close as the bike riding cops were to the protesters is enough to scatter them, and dropping their stupid signs in fear.
