They are not building a fence. they are building cover and conceralment to make it easier for smugglers to attack Border Patrol Agents and smuggler their loads.

Isn’t that the same type of ineffective single fence that already exists in some areas? I wonder if the second layer just hasn’t been added or scrapped?

Not quite. This is a 3.5-mile segment of fence that involves installing a culvert and filling Smuggler’s Gulch with nearly 1.9 million tons of dirt, on top of which will be constructed a double fence with a road in between each line of fence. It is a huge, giant undertaking. You must not be from southern California. Smuggler’s Gulch is notorious and has been for three decades. Just a couple of weeks ago they stopped a huge tanker truck coming out of the gulch and it was full of illegals. Right now all we have is a fence made of surplus Navy landing mats.
