I hate to rain on your parade here, but this looks like a pretty poor-quality forgery to me. The ink used for the name 'Barry Soetoro' does not appear the same as the rest of the page, and the capital 'S' in Soetoro does not match a capital 'S' further down on the page.
And I don't have a dog in this hunt either way - I'm unconvinced by both sides. But this 'document' makes me wonder about the side claiming the COLB is a fake.
