The federal moratorium on offshore drilling has to be renewed every year and, failing that, it expires. President Bush can come out at the beginning of September, welcome Nancy and Harry and all the kids back from their summer vacation, and tell them that October 1, 2008 is America's Energy Independence Day. The president will proclaim that despite months of cajoling, he could not get the Democrats to help the American people through this energy crunch, so he will throw open for careful, environmentally safe drilling, all of America's offshore areas that were previously off limits.
Any attempt to extend the drilling ban will be vetoed.

The last thing the Saudis want is for us to be energy independent so my bet is they will cool the price per barrel the price at the pump will come down a little the public will forget the politicians will declare victory and drilling won’t happen.
The Saudis no longer control the price of oil. They didn’t have the ability to get it up to $148 and they won’t be able to stop it from falling back down below $60. They USED to be able to control the price of oil but those days have come to an end. There are too many new consumers and some of the new suppliers are not OPEC members (Russia, Mexico, Canada, Brazil) and Iran and Venez are loose cannons who can’t be predicted even by the Saudi minds.
We have it within our hands to break all of those bastards. We can literally bankrupct them because much of the Saudi income, for instance, is already financing debt they ran up buying Boeing jets and other US military equipment. If the oil price drops sharply, the new debt they have been running up in the last two years will end up strangling them. The Saudis have pre-spent their oil income up to 10 years ahead for the last generation trying to buy off the princes, other fanatics, internal security, coke/hooker parties in LA, etc.

In the current offshore areas that drilling is banned in are there leases already procured by the oil companies or is the leasing process one of the first steps to occur?
President Bush has already removed the Executive Order that banned this drilling.
Congress has the remaining ban. They must not renew it to allow drilling to proceed.

Okay, then if it is not renewed, then the process of obtaining leases and such can go forward?
Yes, the process would begin with the initial survey and preparation of information for a useful lease sale. Also the MMS would need to complete EIS requirements. Then a lease sale (high level summary description of the activities).

So whether Pelosi allows a vote or not on drilling;
the process can go forward if the ban is not renewed.
And if I understand this right, even if the bill is passed for a continued ban unless Bush signs the renewal it will not be renewed.

Where it gets interesting is when the ban renewal is attached to a budget bill that must pass or government will shut down.
You just know how the MSM will play that one out...
