I wasn't aware that President Bush was petitioning for these killers. As President he could pardon them as Governor he couldn't. He may personally have wanted Carla Fay Tucker to be pardoned but it was not in his power to do so. I have heard this Texas law discussed several times over the years, all the Governor of Texas can do is a 3 day hold of the execution and he can only do that a couple of times.

Bush could issue a pardon.

These convictions were of Texas law, in the Texas Court system, they don't implicate any powers of the federal government. (which is why the Supreme Court held that US treaty obligations were of no avail to this miscreant).

Well, I was playing devil's advocate but the President's power to pardon trumps ANY law in the USA, states or territories.

Every country has citizenship/nationality laws.If the government of Mexico recognizes him as being a Mexican citizen then he is.

I hope Texas doesn't bow to any pressure and executes that scumbag rapist killer!

From what I’ve heard about Jose, he literally has never set foot in Mexico. His parent’s brought him to the U.S. when he was three months old (obviously before he could walk). He spent his entire life in America. Calling him a “Mexican National” is pretty misleading.

And they didn’t and now ole Jose is frying down below.
The reason that I posted what I did about calling him a Mexican National was that he spent his whole life here in the US and didn’t claim he was a Mexican until he was on death row. Kind of how OJ Simpson dissed the black community his whole life until he was arrested for murder then, became a brother overnight.
