It may be photoshopped EB, but most noticeable is the lack of enthusiasm amongst the troops in the background, as well the fact Obamassiah is addressing somebody with his back to the troops. This usually means he is pandering to a camera. He of course is focal, and the troops are present for propaganda only.

Their votes Thursday night continued a shift in position for the two presidential hopefuls, both of whom began the year shunning a deadline for a troop withdrawal.
On a vote of 80-14, the Senate cleared the measure and sent it to Bush.
