The Democrats friend in the environmental movement will sue to prevent exploration, the Democrats friends in the Trial Lawyers will drag out the court process, and then the government will collect twice as much rent for the lease since it took more than five years.

This is the same, old tactic. The timeline before a lease has to produce is always 5, or 10 years, the companies always had to lose their leases at any time (see, it’s not garaunteed; could be 5, could be 3, could be 10, at Congress’ discretion), but there’s never a limit to how many years they can be sued to prevent building roads to the rigs, or building any infrastructure. The environmentalists know that as long as they can keep producers in court, they win, plus of course, they get paid. These folks don’t work for free. The opposition has professional people that do nothing but file lawsuits, every day.

Unfortunately, Congressman Rahall and his staff literally 'made-up' the figures within the report without consulting any statistical data, analysis, or expertise that was readily available from the Department of Energy, Coast Guard, USGS, and other related government agencies. The information was extrapolated using the crudest methods and has been condemned by just about every related government agency and independent energy research group and professional geological associations.

Rahall should be brought up on charges for attempting to defraud the American public under the color of an office holder.

The positive side to all this is GWB will veto the bill and the dimocRATS will not have the votes of override it.
