Actually, at one time, babies did not need passports. They traveled on their parent's passport.

At the time of BHO birth, in 1961, babies and small children were still able to travel on their parents' passport.

How about when he was 10 (1971 or so) and returning from Indonesia to Hawaii to live with his grandparents? Anyone know if he would have needed his own passport then, even assuming his mother was with him?
