He does not respect the law, the people, this country nor does he feel the need he has to prove anything. Actions (and inactions if we continue on your theme and Newton's third) speak louder than words and he normally does not do/say what it's perceived to be as the right thing until he feels that he really needs to do. Right now there is no such call so he will be blind and deaf and mute when it comes down to this, he feels that it has been addressed already in his supercalifragilisticexpialidotious www.figthesmears.com.

In other words he respects what law will get him the franchise. A true Chicago-style politician. Of course, once in the office supreme the office takes one to new vistas of power and ways to play, beyond Chicago deep-dish. What will he become then? We have few clues as to his character in such potent position.
