It's not about effectiveness, it's about pure hatred and a desire for political payback. Even as they 'dis' their former Sink Emperor and come to the belated realizations about him and his harpy that the sane amongst us knew 17 years ago, they still resent that the "Rethugs" dared to impeach a Democrat and they want their revenge.
