Probably due to the need not to screw up any criminal cases. The question you really should be asking isn't why Texas took 4 years to act, but why haven't Arizona and Utah done anything about this group for over 70 years. Probably for the simple reason that absent evidence of child abuse there is little reason to mess with these people. Outside of the apparent child abuse they are typically very law-abiding folks.

Oh, and lying to a Police Officer is a crime in Texas. When asked what they were doing on the property with all the construction equipment, the FLDS told the Sherrif they were building a "hunting preserve."
