The Iraqi government buys them and uses them at checkpoints. They realize that a dog is the best explosive detection device there is. Oh, they have the mechanical ones, but dogs find most of what tries to sneak through checkpoints.

Technically you are absolutely right. My translation was a bit of a loose one, to indicate those non-MOslems who accept Islam and - as you indicate - are subjected to it and stand still for it. Thus defending and apologizing for it. Consequebtly encouraging it.
