That proposal is absurd because how will a business know who is doing what and how to pay employeess.

The people who come up with this tax concepts have to place in the real world and no clue how to run a business.

It would still just be easier to move production and sale of big ticket items outside the USA and just use the USA like a bigger version of Canada. (raw material ecconomy)

Huh? Are you saying the IRS now tells a business who is doing what and how much to pay their employees?

The exact opposite would be true. If a company can manufacture products here without paying tax they have every incentive to manufacture in the US. US goods would be cheaper overseas increasing sales. By the same token, foreign goods sold in the US would be taxed at the same rate as domestically made goods, leveling the playing field for US producers.
