I assume you are a cop? I have never seen anyone get up from a shot to the head.
I was an officer for a while. Now I teach a concealed weapons course for fun and profit, among many other things.
Many people have been shot in the head and been able to keep fighting. Head shots are difficult to make, and uncertain because the skull is tough enough that many pistol bullets will be deflected if the angle of impact is oblique enough. There have even been cases where the bullet entered the skin on one side of the head, traveled between the skin and the skull to the other side of the head, and exited. And, yes, there have even been cases where a .45 to the head glanced off.
Head shots tend to be decisive, but caution is always called for when you are in a deadly fight for your life.
