Typically you would do it after.

Right click on “My Computer” and select “Manager”.

Click on the “Disk Managment” and you should see two drives.

Right click and you will find tools to partition, format and assign a drive letter.

Don’t do the wrong one. If you don’t see the new drive, go back to your bios and make sure it’s there.
