According to the Associated Press, Hillary Clinton is proposing a $10 billion to provide voluntary pre-kindergarten. ""I want every 4-year-old regardless of parental income to have access to high quality pre-K because it not only enhances their academic preparation, they stay in school longer, they have fewer behavioral problems," she says. "There is a lot of evidence that this saves money over the long run and economists and others have validated what experts in early childhood education have told us for a long time."
I think the "experts" Mrs. Clinton is alluding to must be her pals at the National Education Association. The truth is there's scant evidence supporting her contention of so many benefits of early childhood education.
Washington has four decades of experience running Head Start, one of the jewels in Lyndon Johnsons war on poverty. Targeting children from low-income families, its intent was to close the learning disparity often experienced by young children from that background. There were about 900,000 children in Head Start in 2003, with a cost approaching $7,000 per student.
Despite the price tag, the results have been, at best, mixed. Earlier analyses found that whatever benefits were derived were generally short lived.
There are more recent studies. Consider the interim findings of the Congressionally-mandated Head Start Impact Study:
"The study quantifies the impact of Head Start separately for 3- and 4-year-old children across child cognitive, social-emotional, and health domains as well as on parenting practices. For children in the 3-year-old group, the preliminary results from the first year of data collection demonstrate small to moderate positive effects favoring the children enrolled in Head Start for some outcomes in each domain. Fewer positive impacts were found for children in the 4-year-old group."
The liberal dream of herding children into government schools as soon as possible continues. Linked to this idea is the notion that kids staying at home with their parents from birth to age five or six arent learning anything at all. Thats palpable nonsense.
But then, so are many of the "promises" made by the Democratic presidential candidates.
