Laws recently passed in New Hampshire give the state's Secretary of State the authority to unilaterally set NH's primary date before that of any other state.Those laws also *require* the Secretary of State so to do.
So my guess is that NH's primary will still be the first in the nation...even if it happens this October.

Problem is, we are going to have the primary the day after the main election.
The stupidity of Florida and the other states to think that others will not jump in before them is outrageous.
Regretfully, we have elected officials that are in the twilight zone.

I contacted the NH Sec of State Office today, your right, the law states that he under law must make sure the primary is at least seven days before anyone else.
Looks like primary day will be in July this year.
