Joe Wilson calls himself a business agent for unnamed "African mining companies." We can reasonably guess that he made those contacts during his several postings in Francophone West Africa, possibly when he was Ambassador to Gabon, another former French colony, at the culmination of his State Department career.
Wilson claims credit for persuading Bill Clinton to make a heavily hyped trip to French Africa, tossing millions of US aid dollars to the local dictatorships, including, possibly, some of Wilson's friends. So Wilson apparently works as a consultant for French—owned mining companies in Africa, which would allow him to be openly paid by those companies.

One of the companies was Cogema, who owned mines
in Niger, that shipped uranium over the border to
Libya's, financed by Saddam, nuke program. Saddam had
his scientists there also, and gave Libya billions.
That way UN couldn't find it in Iraq. Cunning!!

went. Wilson consulted to Cogema and Niger. Saddam's
nuke guy Zahawie was in Africa making Uranium deals in
99-2000, and Joe was there also a couple times.
And Joe knew Zahawie from years before when he
was in Iraq. And Joe's business was rolling in dough,
by the way they lived and he junketed around on
his deals. When Saddam was captured Libya caved and gave up the nuke program, We hauled it here for safe
keeping...So when British intell began to get wind
on part of this, about the Iraqi looking for Uranium,
and mentioned in Prez's, things got exciting. So why
do you think Wilson went over there on his dime? AND-
All he had to tell CIA and Senate committee was that no
uranium was delivered to Irag during this period,
and the scam kept on going. until Libya caved.
