Not everyone receives a bonus.
You must qualify for an extraordinary MOS.
And then complete basic training and tech school before you see a penny.
About 9 years ago a company that was buying the one I worked for offered me a 25% signing bonus. That was about $12,000. At the same time the original company gave key people a 23% bonus if they worked for 3 months months while a company was being sold.
In 1983 a friend of mine got a $23,000 re-up bonus from the Army. The service has been giving bonus, in the right fields, for a long time.

The CIA does, I am told.
Lockheed Martin gives great sign on bonuses and great pay to work foreign military sales aircraft. But, you have to move to UAE or Dubai for a year or two.
Also KBR offers great sign on programs for military contract work.
I know that my sign-up bonus was much more than yours!

No, the United States Military is awesome.
Pro sports give signing bonuses. High risk job endeavors often give signing bonuses.
the same reasons sports teams do, the same for colleges recruiting top students and athletes - to get and keep the best.

Good point. I signed up for a hi-tech (at the time) electronics MOS which was a REMF postition, but was a lengthy school with high potential for later civilian application. I asked my recruiter about a sign-up bonus and he had a hard time not laughing. He said something to the effect of my bonus was factored into the training

The enlistment bonus offered a HS grad is probably contingent on the enlistee completing all or a major portion of a sequence of military and technical training. The offer is made based on (1)aptitude and (2)agreeing to enter a particular field and (3)incurring a sufficient active service obligation. Payment is made at some later milestone (time and/or training) - after we have greater confidence that we are going to get some mileage out of this person.
All organizations that are know the value of critical experience or skills or the value of folks that will perform arduous duty will pay bonuses to attract or retain the experience, skills, and folks.
